Who is qualified to obtain a Police Clearance Certificate from Jinan?
Foreigners who have lived in Jinan for more than 6 months on china residence permit issued in Jinan is qualified to apply for a non-criminal record certificate from Jinan.

Documents list for Jinan Police Clearance Certificate
1. Scanned copy of current passport including photo page, visa pages, residence permit pages and pages with exit-entry stamps.
2. Scanned copy of previous passport including photo page, visa pages, residence permit pages and pages with exit-entry stamps. (If applicable)
3. Scanned copy of temporary residence registration form. The Temporary Residence Registration Form is a certificate of temporary residence issued by local police station or hotel upon your arrival in China within 24 hours. It is a required document for request of Jinan Police Certificate.
4. Scanned copy of work permit if you worked in Jinan; Or scanned copy of certificate of study if you studied in Jinan. Work permits and degree are optional documents for police certificate application.

Does the Jinan Non-Criminal Record Certificate cover all of China?
There is no national issuing authority of China Police Certificate covering the whole China. Applicants should apply for Jinan Police Certificate at the Bureau of Entry and exit of Jinan Public Security Bureau. Jinan Police Certificate only certifies that applicant has no criminal record during living in Jinan, not the whole China.
